Public policy intelligence

The recent communication on the public policy of economic intelligence, presented by the Council of Ministers on 8 December by the Minister of Economy, Mrs. Christine Lagarde, is a fundamental first step for a better understanding of economic intelligence. In the logic of my previous posts, yet it remains an important clarification work to be done for this public policy can result in the company by an activity and crafts based on recognized academic discipline sufficiently structured.

She said the three axes around which the action of the state in economic intelligence: business intelligence for the benefit of the French economy, supporting the competitiveness of the economy (public research, influence , export assistance), economic security and intellectual property. Implementation by the interministerial delegation to economic intelligence, this public policy at all levels based on the state apparatus (central government, territories, diplomacy).

So much for public policy put forward by the deputy Bernard Carayon.

For the rest, its translation in private enterprise, but also and especially its academic component that is fundamental, much remains I think to do. In particular, their scope should be defined with greater precision to avoid the shortcomings that I advanced in my two previous tickets, as well as in many other articles . This area can not be strictly into effect identical to that of public policy, which inevitably includes elements strictly sovereign. Do not take note of this inescapable fact, and continue to confuse exploitation of information, decision, policy, secrecy, security, cons-intelligence, business law, intellectual property, influence industry standards and commercial diplomacy, in a single discipline or a single profession, taking the name of public policy, can only lead to disorder, and other abuses rivalries chapels, the news of the last fifteen years has unfortunately confirmed reality.
